Chartered accountants wishing to be removed from the Membership Roll must notify the Ordre in writing of their intention to resign and provide an explanation.
The Committee on Discipline may impose penalties that range from a simple reprimand to a fine, a period of refresher training or a refresher course, the limitation of the right to practice, the temporary or permanent striking off the Roll, or the revocation of the member's permit.
The Administrative Committee may impose penalties, particularly when members have been convicted of an indictable offence. It may also strike off the roll any member who fails to maintain the professional liability insurance guarantees required under Ordre regulations.
A member who fails to pay the Ordre's annual fees may be struck off the Membership Roll for non-payment of fees.
The consequences of resigning, being struck off the Roll or having one's permit revoked are as follows:
Failure to comply with the first two terms may result in legal proceedings being brought against the member for the illegal practice of the profession or unauthorized use of the designation. Fellows of the Ordre who cease to be registered on the Membership Roll lose the right to use the FCA title. The FCA Selection Committee has a right of review respecting the reawarding of the title in the event of a reinstatement.
While a member whose permit has been revoked will never be reinstated on the Roll of the Ordre, a member who resigned or was struck off the Roll may apply for reinstatement. All applications for reinstatement are submitted to the Administrative Committee for approval.
When an application for reinstatement is made after a permanent striking off the Roll, it must be evaluated by the Committee on Discipline, which will recommend that the Administrative Committee reinstate the member or not.
