Executive Office

The Executive Office is made up of two people, including the President and CEO. This team oversees the management of the organization as a whole, the development and implementation of the strategic directions, the preparation of the annual business plan and the smooth operation of the Management Committee.

In addition, the responsibilities entrusted to the Secretary General of the Board of Directors of the Ordre* under the Professional Code are assumed by the President and CEO. Thus, the Executive Office team sees to the preparation and smooth running of the Board of Directors and the Administrative Committee. It also ensures the sound management and follow-up of issues of a legal nature, the main public relations issues and government relations.

The President and CEO acts as the chief spokesperson for the Ordre and is a member of the CICA's Council of Senior Executives and of the Canadian Public Accountability Board, among others.

*The Board of Directors, made up of the Chair of the Ordre, 28 directors and a secretary general, is referred to as the Board of Directors of the Ordre..

Administration

The Administration Vice-Presidency and the Finance Department include fourteen employees. The group is responsible for the sound management of the financial aspects of the organization and provides logistic support to all the Ordre departments. It manages the budgetary process and the collection of annual fees, and prepares the financial statements. The group also supervises the organization of the physical work environment at the Ordre and is in charge of the reception and warehouse. It is also responsible for the administrative management of human resource matters and is involved in developing and implementing the Ordre's various human resource management policies and programs.

Education and Recruitment

This Vice-Presidency, which includes nine staff members, organizes, implements and monitors activities related to the admission, education and recruitment of candidates for the practice of the profession. It contributes to developing partnerships with the universities and to promoting the profession. The Department manages the Professional Education Program, the application of the profession's qualification standards, the Uniform Evaluation and the training period. It updates the Candidate Roll, coordinates relations with students, candidates and young CAs, offers them quality services and assists them in their activities.

Information Systems

This nine-person team acts in cooperation with various external consultants. The group develops master plans and IT implementation and deployment strategies. It receives all requests from the Ordre's staff for IT, office system, equipment and telephone system support. It is also responsible for configuring the servers and the network features. The group manages the Ordre's website by updating the content of the various sections and supervises all Internet development projects. It is also responsible for the production and distribution of the Ordre's print and electronic products.

Inspection and Professional Practice

This Vice-Presidency includes nine staff members who are supported by contract inspectors, supervisors and investigators. There are two main aspects to the Vice-Presidency's functions. On the professional inspection front, the Vice-Presidency defines and applies the General Program of Inspection, the purpose of which is to supervise the practice of the profession in order to protect the public. It also monitors and controls the continuous learning policy and takes the necessary measures in the event of violations.

On the professional practice front, the Vice-Presidency monitors CA firms, ensures that the various rules and resolutions adopted by the Board of Directors are applied, and also follows up on members who return to practice after a five-year interruption.

Legal Affairs / Records

The six-member team that makes up the Legal Affairs / Records Vice-Presidency provides legal support to the Ordre's officers, particularly by following up on legal matters, by preparing legal opinions, bills and regulations, and by representing the Ordre before courts of law and administrative tribunals. Also, the Vice-Presidency updates the Roll of the Ordre, also known as the Membership Roll, and is also in charge of all matters relating to illegal practice, including receiving complaints, making enquiries, filing petitions, representing the Ordre before the courts, receiving judgments and following up on the payment of fines. In addition, the Department coordinates the activities of the Committee on Discipline, the Committee for the Arbitration of Members' Accounts and the Review Committee. It also deals with claims made to the Ordre's Indemnity Fund.

Professional Products and Services

The Professional Products and Services Vice-Presidency includes the Continuing Education, Publications and Professional Products and Services sectors. The team of 15 staff members develops and offers CAs various products, including the continuing education program offered to CAs across Quebec.

The Continuing Education Sector provides more than 400 education activities and holds more than 1,100 sessions each year. Publications is in charge of issuing the nearly 50 publications prepared by the Ordre in hard copy and PDF format as well as publications from the CICA. The Professional Products and Services group is dedicated to the development of new products and services. Three CA advisors meet with chartered accountants to identify their main needs, gathers their suggestions for new products and services and promotes the products and services currently offered by the Ordre.

Strategy, External Affairs and Communications

This Vice-Presidencey, consisting of ten staff members, coordinates the implementation of the Ordre's strategic directions through follow-ups and updates, contributes to the development of the profession's strategic directions at the national level and is also involved in projects in that regard. It is in charge of the Ordre's communication strategies as they relate to the membership, key stakeholders and the public, and the development of mass information delivered through our communication vehicles (Inf@CA, website, etc.). The Vice-Presidency is also responsible for media, government and key stakeholder relations programs and activities. In addition, it assists in preparing studies and surveys on the Ordre's performance indicators, implementing specialties, amending the Code of Ethics and the Ordre's regulations, and recruiting and selecting statutory committee members.

The group is also in charge of organizing various events and activities aimed at promoting the profession in keeping with the Ordre's communication objectives. They are also responsible for partnership agreements. The group provides and coordinates the support needed by the regional CA groups and lends staff support to the Regional Groups Committee.

Syndic

In accordance with the provisions set out in the Professional Code, the office of the syndic makes enquiries when it is informed that a member has violated the Professional Code, the Chartered Accountants Act and the regulations thereunder. It proposes conciliation in cases provided for under Section 123.6 of the Professional Code and brings offending members before the Committee on Discipline when necessary. The office of the syndic also handles the conciliation of members' accounts and answers numerous telephone queries. This three-member team, assisted by two assistant syndics and outside experts, is responsible for providing members and the public with information on the rights and obligations of members.
